Virtual Roundtable on draft Ancillary Services Framework & Role of Energy Storage for India

Central Electricity Regulatory Commission has recently notified draft Ancillary Services Regulations’2021 which opened the market for Energy Storage to participate in Ancillary Markets.  Ancillary Service is the service necessary to support the grid operation in maintaining power quality, reliability and security of the grid and includes Primary Reserve Ancillary Service, Secondary Reserve Ancillary Service, Tertiary Reserve Ancillary Service, active power support for load following, reactive power support, black start and such other services as defined in the Grid Code. Vide this draft, CERC has defined secondary ad tertiary Ancillary services mechanism of procurement, deployment and payment of Ancillary Service etc. Primary Reserve or any other supporting services shall be specified in the Grid Code or under these regulations shall be specified separately. It is noteworthy to mention concept of performance based incentives offered to these services. With  PLI ACC Battery Manufacturing scheme approval, these kind of demand side policy announcements makes lot of impact on the potential investors in Indigenous battery manufacturing.
 
India Energy Storage Alliance, leading association for Storage and e-mobility Industry has put lot of efforts with all the Key stakeholders since 2013 to bring necessary reforms in the current ancillary regulation and to open market for Energy Storage Industry. IESA has published its first report on "Energy Storage Technologies for Ancillary Services in India" prepared in 2013-14 supported by Shakti foundation & CES Ltd. From then many number of times, IESA has put forth many important suggestions and inputs before CERC and other regulators in order to bring out necessary amendments in current regulations.  In Mar’2021 Dr. Rahul Walawalkar, President, IESA has been made part of CERC Central Advisory Committee. In the committee’s first meeting he has strongly voiced out need for immediate deployment of Storage to meet Indian Power sector requirement and safeguard energy security. IESA extremely grateful to CERC for considering many of their suggestions and inputs in drafting these regulations
 
While we will continue to work to ensure these draft recommendations are finalized asap, we will be organizing virtual round table discussion with IESA members, policy makers and key government officials on 16th June’ 2021 to further brain storm the recommendations and inputs on the draft ancillary services regulations for submitting it to Regulatory authorities
