Key Points –
•Scheduled COD - 72 months or 6 years. Permitted for full commissioning as well as part commissioning & maximum period allowed for commissioning of the full Project Capacity shall be limited to 10 years.
•The Selection of Developer/s under this Tender shall be based on the Lowest Total Storage Cost discovered during E-Reverse Auction which shall be the combination of the below parameters:
•Component – A: Annual Fixed Charge (AFC) and
•Component – B: Cycle Loss (CL).
•The Bidder/s shall quote the Total Storage Cost (expressed in INR/MW/annum), AFC (expressed in INR/MW/annum) and declare the Cycle Loss (expressed in %) of the Projects at the time of submission of response to Tender.
•𝑻𝒐𝒕𝒂𝒍 𝑺𝒕𝒐𝒓𝒂𝒈𝒆 𝑪𝒐𝒔𝒕 = 𝑨𝒏𝒏𝒖𝒂𝒍 𝑭𝒊𝒙𝒆𝒅 𝑪𝒐𝒔𝒕+(𝑨𝒏𝒏𝒖𝒂𝒍 𝑭𝒊𝒙𝒆𝒅 𝑪𝒐𝒔𝒕 𝑿 𝑪𝒚𝒄𝒍𝒆 𝑳𝒐𝒔𝒔 %)
•The overall efficiency of the Pumped hydro storage generating units/plants shall not be less than 75% at any point of time.
•Developer shall be required to ensure minimum Annual Availability of 90% for the Contracted Capacity.
